Hope you all are aware of AAI Boards' decision to send the matter regarding inter se seniority of common cadres to DoPT as issue is ' VERY COMPLEX" and a communication given to us in this regard.
1)Member(HR) vide letter no:A60011/3/2010/-IR date 27.02.2012, while appealing to withdraw mass casual leave for 28.02.2012 has promised" that issue of inter se seniority will be decided in the next board meeting based on recommendations of past committees " which was agreed by our association and deferred the mass casual leave.
2)When association was felt that the management was going back on the promises an urgent Central Executive committee meeting was held at kolkata on 13/03/2012 and a notice was served to management for mass casual leave on 30/03/2012.
3)AAI board had it's meeting on 24/03/2012, and association was informed that some decision was taken by AAI board regarding inter se seniority of IAAI and NAA and we have to wait till minutes are signed.
4)The same stand was repeated at the conciliation meeting at Regional Labour Commissioner(Central), new delhi after Member(HR) approached Chief Labour Commissioner (Central) with a plea that AAI is a public utility service as per government of India notification and CLC should invoke Industrial dispute act 1947 to prevent Association from going on Mass Casual leave, which was agreed by CLC and issued orders for conciliation meeting.Based on the involvement of CLC, mass casual leave on 30/03/2012 was deferred.
5)Now the minutes of 147th board meeting has come out, Agenda item no:147.33 IMPLEMENTATION OF COMMON SENIORITY IN AAI reads as " Member(HR),explained the proposal.After detailed discussions,the board decided that in view of the complexities involved in the matter,the same may be refereed to DoPT, through ministry of Civil Aviation".
6)This is in contradiction to the communication happened between management and Associations in various ALC's during conciliation proceedings at trivandrum,chennai and Kolkatta between 24.03.12 and 11.04.12.
7)On 11.04.2012, AAI management has given a communication to association vide letter no:A60011/3/2012/-IR date 11.04.2012 which states"The issue regarding inter se seniority of employees of the erstwhile IAAI and NAA was considered in 147th board meeting held on 24.03.2012 and matter referred to dopt through ministry of civil aviation on 04.04.2012 and out come is awaited.
8)This New stand of AAI management is contrary to the one taken by Member (HR) in 27.02.2012,where in it was said that decision will be taken as per "expert committee reports".
9)Current stand of management is un ethical and exposes the incompetence to address the issue even after 17 years of study's by various committees and hollowness of management's commitment to review the "promotions as per Inter se seniority committee as written in every promotion orders".
10)In the above circumstance , our Association is left with no other option but to intensify the protest including continuing the relay hunger strike until a firm commitment from management is obtained.
Hence it is requested to all members to continue and support , black badge, work to rule and other forms of protest in addition to Continuing relay hunger.
It is the support of you members , that will lead to our victory in this fight for Justice and Equality promised by the constitution of India.
